Unfortunately, I am not a welder.  And the welder friends I approached kind of didn't want to do the job.  So I took the rope option but not Craigs kind offer.  After stripping it back to just the cowling frame, I took some measurements and went and saw a neighbour who made a quick jig and we then bent some stainless steel strap to make this.

I painted it black so it wouldn't shine.

The remains of the Frame lug enabled me to position the cowling mount in the right spot.

I then clamped it and then had to reassemble the bike.  In place it looks like this.

I wasn't looking for a "cheap" solution and if the welding remedy did not carry so many warnings then I would have gone that way.  Total cost: New longer bolt $???., S/Steel strap was scrap,  Jig made from scrap.  A couple of beers for Browny.

(Now if I can just figure out what I didn't plug in right to make the driving lights work.)
